When Earth3 was completed, in 2978, it was designed primarily to be a prison colony, mental asylum, and luxury resort for the worst and best of the population of Earth2. The superrich could relax in the slighly greenish sunshine, bathe in the aquamarine ocean, gamble in the many casinos, and freely spend their hard-exploited Unies, the universal currency, while the dangerous and the deranged were left to their devices on various islands far from the keenly developed resort areas. It was an ideal arrangement, for some of the less violent prisoners made ideal service and maintenance workers, while the more lucid of the insane were employed in various entertainment positions, as actors, musicians, and performers of the arts. Competition was fierce in these areas, as the scraps that the rich would bestow up those who amused them were considered fine fare compared to that which would be scrounged in the wilderness that they would otherwise have to exist, but what with all the chemical and psychic engineering taking place on Earth2 there was never a short supply of new talent.
However, on Earth2, conditions were becoming so intolerable to the average citizen that Earth3 was looking more and more like the promised land, especially with colorful advertisements of the beautiful resorts there being published all over the place. Life under the Shaddams, who had owned and operated most of Earth2 for generations, had always been harsh for those who had no money or influence, and it was only getting worse. The general population was considered a testing ground for dangerous experiments of all kinds, and lawlessness and corruption underwrote daily existence. People broke laws and faked mental illness so that they would be shipped to Earth3, even just to get away from the stench. And so the population of Earth3 grew and grew...
But one island remained relatively unpopulated, a place of high mountains and thick forests, and it was here that Santiago and his bride landed one spring morning in 3166. Their landing was like a beacon, for they brought with them many loyal followers, and in effect opened the floodgates to a mass exodus to Earth3. Soon the island was overrun with newly freed people, their neighbors criminals, maniacs, and billionaires. Santiago gathered together his closest friends and allies, constructed a system of government, and Matuszakstan was born.
